It looks like you're talking about a block for 2 canceled orders due to non-payment.
There's nothing else to do but wait 12 months; until then, you'll only be able to buy from sellers who haven't set up their account to block those who have had 2 non-payments.
Feel free to contact the seller(s) to ask them to exempt you from the required conditions in order to allow the purchase: that will be at their discretion.
