Mondial Relay shipping changed to seller handoff 400 kilometers away

I bought a turbo on eBay with Mondial Relay shipping
Seeing that the package was still at the seller's place, I asked to cancel the order and the seller refused.
He told me that I have to go pick it up from him 800 KILOMETERS away or give him the pickup code, which would mean that I picked it up myself!
eBay takes 19 EUROS from this purchase and doesn't respond properly to my requests.
This seems to me like a big scam and he's bragging about it

You follow the procedure for an item not received once the delivery date has passed :Get help with an item that hasn't arrived

It would have been helpful to explain to us what this screenshot shows.
When finalizing the purchase, might you not have selected "pickup in person"?
