A buyer bought several items from me, but I can't figure out how to change the shipping fees to make a combined shipment.

See how to do it for your future sales----> Shipping discounts | eBay
For the ones already done... let your buyer know that you’ll refund the extra charged on shipping once they’ve paid everything------> Refunding buyers | eBay
Otherwise... you can also cancel the sales and create a new all-in-one listing whose URL you give to your buyer... explaining the reason for this cancellation to them (not possible to reduce the shipping costs right now) and asking them to buy it again...
