If your parcel still hasn’t reached you, the seller has informed their buyers that they would be away until August 23 (unless I’m mistaken - check their current listings)... and that there would be delivery delays...
Feedback for quick payment can be done automatically if the seller has set up their account that way, and that also triggers the request eBay sent you. Don’t take it into account until you have received your parcel.

These sends are automatic. The evaluations are optional and you have 60 days to do them.
