I sold an item in the United States. I'm from France.
There are 33 euros in shipping costs. The person paid for the item but entered 15 euros for shipping.
How can I get the person to pay the balance, because that leaves me 18 euros out of pocket to make up, even though it's for them to pay and not me.

Your buyer paid what YOU indicated as shipping costs :
So asking her to pay extra is a bit out of line.
Either you own up to your mistake, or you cancel the sale.
