The buyer is asking for a return because in the box the blisters are not taped, I would like to know if I have the right to refuse the return that was requested

If the item does not match the listing because the condition stated is New :(Brand new and intact, never used, unopened) then you will have to accept the return because if you refuse, eBay will refund the buyer (with your money) and he will be able to keep the item .
