Customs fees via international delivery service

Question

HelloI made a purchase in the USA via the international delivery service so I wouldn’t have to pay any additional customs fees, as mentioned on the site. However, I’ve just received a request to pay customs fees through the post, so I don’t understand… isn’t that a set rule? Thank you

If the IOSS number was not provided when shipping, the carrier and customs cannot know that the VAT has already been paid.

In this case, you have to pay it (the only way to receive the parcel), then ask eBay for a refund:
