Fees for refunds

Hello everyone. I have never sold anything on Ebay, I only make purchases and today I’m being asked to pay selling fees for refunds. Basically now when you make purchases that go wrong and you get refunded, you also have to pay for that on top of it. I find that scandalous. Is that normal?
