Fraud by a seller

Hello everyone. I bought an item on 01/11, account debited on 03/11 from the seller discountoys
I was never able to retrieve the item, which was delivered to La Poste at the automatic parcel lockers because I never received the SMS codes to open the locker and even though I went to La Poste, they could not open the locker for me and told me to call Chronopost
Which I did
Chronopost then informed me that they could do nothing for me because the seller had not entered my email or my phone number
I therefore managed to get the seller's phone number, who simply insulted me
The item was then sent back to the seller, who retrieved it on 23/11 and did not refund me
No news from the seller since then and eBay tells me they can do nothing because, for them, the item was picked up (thanks eBay, well, it was picked up by the seller)
Bottom line, item not delivered and account debited, and a seller who no longer replies
Do you have any ideas so I can get a refund because I'm at a loss.... Should I go file a complaint at the police station (I managed to get the seller's name)

The item you ordered is still worth +/- €300 and it’s not a bag of chips...
Given that your seller is operating under a private account on eBay... and also...
since you have his name and phone number... try to find his address and send him a registered letter with acknowledgment of receipt to tell him to refund you since the item has been returned to him...
If he doesn’t respond favorably, you can file a complaint with the local court ----> Bring the case before the local court (formerly the district court) | Service-Public.fr
I’m afraid that’s the only option you have to try to get your money back, if eBay has closed your dispute request...

Otherwise, just leave a rating for the seller
