Free of charge for my sales abroad

Hello,

For several sales now (auctions or direct purchase), when a foreign buyer wins the item, they can pay without waiting to receive the invoice with the shipping costs related to that purchase.

For them, shipping the package is free, whereas for a shipment within France from France, it is charged (shipping costs indicated when creating the listing.

Can you help me resolve this malfunction
