Unable to open a dispute for an item purchased that was never sent

Hello,
I bought an item in early March 2026 for an estimated delivery one month later. I forgot about my order and only remembered it in June, only to realize that:
The item had never been shipped
The seller had been banned from the platform
Since the seller is banned, I can't contact them. And since 90 days have passed since my order, it no longer appears in the disputes interface. How can I request a refund from Ebay?

To benefit from eBay's guarantee, you need to report a non-received purchase within 30 days of the estimated delivery date..It's too late now.
There’s still the option of a dispute on PayPal if by chance you paid with it, or of using your bank card’s protection if that’s included in your contract.
