HELLO,
A customer tells me by message that he can't make an offer because he is in Germany. He gets a message from Ebay saying that Germany is excluded from this item. However, I have not excluded Europe.

you haven't banned Germany, but you haven't allowed it either.
I looked at 5 of your ads and they're all set up for delivery in France only.
