You haven't listed anything for sale in a long time and now you want to start selling.... and for eBay your account is a "dormant account" that's waking up, so the site is suspicious....
Start by checking all the information requested here-------->
- account
- personal information
Then.. since you want to sell, you also need to bring your account in line with the changes that have happened over the past while----->
- Register as a seller | eBay
and check whether your seller account (used previously) doesn't have any outdated information, in which case you need to correct it...
If eBay recognizes you as a seller, you'll be able to list your item for sale without any problem.
To do all this, it would be safer to clear your browser's recent history after disconnecting from eBay... to avoid info that's no longer up to date..
