If you made a return request recommended by the site using this link----->
Return an item to get a refund | eBay
it should not be refused.
However, if you made such a request by private email, the refusal is ineffective..

This must be done within 30 days after delivery. After that, ebay won't help you and you'll have to sort it out yourself with the seller, unless you paid by paypal, which allows a dispute for an item not as described during the 180 days after purchase
On the other hand, you can only take one action per item on ebay.
- so be careful.
