The seller can’t send the item, how do I cancel the sale?
The seller can't send me the item I bought and paid for via Paypal. He tells me he can't cancel the sale on his end, is that true? What can I do to get refunded?

It's up to the seller to cancel the sale..If they don't, you'll need to open a dispute for item not received once the delivery date has passed..
