The seller does not ship this item to your address (Nouvelle-Aquitaine, metropolitan France). Here's what you can do :
- Change your shipping address and try again.
- Look for similar items from another seller.

Apparently their account isn't configured correctly.
Tell your seller to put your username on their list of buyers exempt from the required conditions (that's the simplest).

Just because he sold to European buyers doesn’t necessarily mean his account is set up properly for shipments to France... It all depends on how he configured his account for international shipping.
Tell him to do what @koalagris told you to do (Greetings koalagris 🙂).
That said, you can also check on your side what the situation is. Click on the item, then in the "shipping" section, click on "show details":
You’ll get this display:
In the "country/region" box, see whether France is listed there.
And also check whether it appears in the list of excluded countries.

"I sold three items last week to European buyers without any problems. It's not on my side." = At no point did I say there was a problem on your side (re-read my post), and incidentally I don't see what the point is of comparing your sales to your purchases (they are two very different things).
My response aims to get around any condition required by the seller, whatever their default settings, and insofar as it is difficult to identify exactly what is blocking the purchase.
