You need to understand that the buyer authorizes the seller to have the purchase delivered according to the terms of the sale...
If the delivery is not made on time.. the seller is responsible to the buyer.. and at the same time the carrier is responsible to the seller who handed over the parcel...
Therefore, and after putting everyone's responsibilities back in place.. if the buyer is not delivered as expected, the seller refunds them, even if that means turning against their carrier..
That's how it works.
And that's also why tracking (+ insurance if needed) are essential to protect the seller.
