What can be done when a buyer waits several weeks before stating that they haven't received the item and threatens to open a dispute?

No tracking on your sales > so your buyer can very well say I didn't receive anything
They have 30 days for the dispute > PP longer
They have 60 days for the feedback

Have you checked the tracking on the carrier's site to verify?
The buyer can report an issue to eBay for 30 days from the estimated delivery date ..
On the other hand, if they used paypal, they have 180 days ..
