Dispute wrongly closed - Community help please!

I’m seeking the community’s help. I live in Croatia. Here’s my problem: I bought a lot of silver on September 28, 2025 and I immediately made the payment. Seven days later, the seller sent me a message with a nonexistent, made-up tracking number. I opened a dispute because the package had not arrived. Following my request, the seller finally shipped the package on October 15 (with a new tracking number).
I received the package on October 20 and I was very disappointed. Instead of the lot of silver, it contained a bag of sand!
I immediately contacted eBay customer service to report fraud. They reviewed my case until October 28, 2025 and here is their response:
“Hello, your exchanges with the seller indicate that you received the item.
After a thorough review of the dispute, we have decided not to grant you a refund.”
I complained about this response and a few hours later, I received a new response from customer support...
"This dispute is now closed
We cannot grant you a refund
Hello S.
After reviewing the dispute, we have decided to uphold the original decision. We were unable to respond favorably to your appeal, as we determined that our original decision was correct.
No refund will be granted to you in connection with this dispute."
I CANNOT restart the return, the eBay option does not let me, The “Continue” button is gray, not blue!
Can someone help me, how can I solve the problem?

Registered in Croatia, you depend on ebay.com (not ebay.fr, nor its forum).
