Since the tracking indicates that the parcel was delivered, the seller is not responsible for this situation, so we cannot proceed with a refund by taking the money back from their account when they have proven the shipment and receipt of the item.

Yes, contradiction between the parcel could not be delivered and was returned to the sender and the tracking indicates that the parcel was delivered.
In the first case, you must be refunded (minus shipping), in the second, no.
