Contacting eBay won’t help at all...
Why not send a message to the seller before leaving negative feedback? (feedback comes last, in case you weren’t satisfied: you have 60 days to leave feedback)
From a procedural point of view, on eBay: either you request a return of the 9 items received (item not as described) for a full refund, or you keep your 9 figurines.

Don't remove the evaluation before you've received the figurine.
