My purchase was not delivered, due to non-payment of customs clearance fees, yet the shipping costs included all fees from the item’s departure until receipt.
I need to know why I’m being asked to pay customs clearance fees.

What you paid during the transaction is the VAT.

The carrier that handles customs clearance also asks for fees.

If they are paid twice (to eBay and to the carrier) you can request a refund:
