You blocked my account from other sellers, because of a missed payment, since this payment arrived late in the mail, because he wanted to pay by personal check

So check with customer service, but the catch is that payment by cheque is not предусмотрed by the site (precisely because it's impossible for ebay to have proof of payment).
So I'm afraid you'll have to wait until the non-payments are more than 12 months old so that the buying restriction is automatically lifted (for info, this is a setting offered to all sellers, some enable it, others don't; in fact you always have the option of contacting sellers to see if they'll agree to exempt you from the required conditions).
