Hello, I would like to be refunded for a purchase that still hasn’t been shipped by the seller for over 2 or 3 months. I can’t even make the request on eBay anymore because I’ve passed the 30 days and the seller never replies to me. What should I do, thanks

Unfortunately, you should not have let the deadline pass…

2 or 3 months... ? = too late for any kind of appeal on the site... you only have 30 days following the expected delivery date to open a claim...
There are still civil remedies such as->
- if the seller is a private individual ...= ... registered letter (if you have their address)... (there's absolutely no guarantee...)
- if the seller is a French professional...=... same punishment... with, in addition, the possibility of alerting the DGCCRF to get them moving...
- if the seller is foreign... =.. you keep not dealing with it... then forget about it....

If payment was via PayPal, open a dispute on the PP site.
If by card, check with your bank.
