Hello,
I bought and paid for this ring on 8/1, paid by PayPal and debited from my account
I have not received the package and I will not receive it because the seller wrote to me that he will not send it because his account for receiving the money is blocked by eBay, supposedly. He can tell me whatever he wants, but I can't cancel the order because it tells me it's too late,
I am asking you what needs to be done to cancel and get a refund?

The seller has to cancel the transaction ..
If they don’t do it, you’ll have to wait for the estimated delivery date to open a dispute ..
