Hello, I bought an item on January 13, and since the seller isn't responding and simply isn't sending the product, I decided to cancel my order. Impossible, they tell me to wait X days after the delivery deadline. Today I'd like eBay to step in, but the option Ask eBay to step in isn't there. The only option I'm offered is to contact the seller (who doesn't respond and does nothing). Is it possible to contact an eBay customer service or something? I'd just like to be refunded

A dispute for an item not received cannot be opened before the delivery deadline has passed, and must be opened within 30 days of that date.
At first, it seems you wanted to act too early, and then in the end you wanted to act too late (purchase in mid-January, we are in May)...

= No more recourse on ebay, the time limit for action has passed
So contact your payment provider (paypal for example) to get a refund...
