Let me explain
Order placed on 14/01
Product never sent, fake tracking number.
PayPal dispute opened, eBay tells me to close it to proceed with the refund
Order status: dispute open with the institution I paid with, so impossible for the seller to refund me, they emailed me saying they would do it as soon as the dispute status is closed.
Closed on PayPal but not on eBay …
What solution?

On eBay, you can only open one dispute.
If you close it and the seller does not refund you, you will no longer have any recourse ..
Ask eBay to step in in the dispute process
