What should I do when the seller sends me back proof of delivery with a signature that isn't mine? When the item was never delivered...

As, it was pointed out to me on eBay, I filed a claim with the seller, and he sent me the same fake proof of delivery again and seemed to be trying to wash his hands of this problem...
