Undelivered item - seller is unable to issue a refund

I bought a Switch game that was misplaced by the Post Office. After opening a dispute for a package not received, reaching an amicable agreement with the seller and closing the request in order to proceed with the refund, the seller tells me that he still can't refund me, that it is blocked by eBay (proof to back this up). He asks me to contact eBay but I can't seem to find a contact, and it's impossible to open a new dispute. Does anyone know how to do it ?

Since the seller has received (or will receive) the payment from the sale, please check with them to agree on a direct refund method.

You shouldn't have closed the dispute because for eBay, your problem is resolved and nothing is left that obliges the seller to refund you.. And since you can only open one dispute per item 🥴
