I bought a bracelet and the seller sent it to an address far from mine and I wasn’t able to pick it up. And now he refuses to refund me, he’s asking me to close the dispute before he refunds me, supposedly because he doesn’t have the funds in his account to refund me. Is that true? And he’s asking me to send him my bank details so he can make a bank transfer. What should I do? I don’t understand why eBay isn’t stepping in. This is awful

Logically, a package that hasn't been picked up isn't covered by eBay's buyer protection...
On the other hand, no bank details needed: it's up to the seller to trigger the refund through the site.
