Second chance offer

Hello,
Following a cancellation of a sale because the auction winner didn’t pay (Grrrrr), I want to make a second chance offer to the other bidders. However, when I confirm the offer, the dialog box that opens afterward contains none of the second chance offers and I don’t have a copy of the email, as specified at the end of the process.... In addition, I can again make a second chance offer to the same person even though that’s normally no longer possible.... Has anyone had the same problem?

Buyers can set up their account to opt out of receiving second-chance offers.
