Following up on your reply, which I thank you for. However, I still cannot make direct offers or bids to sellers because of the 2 unpaid items. Finally, when will I be able to do so again.

- after the anniversary date of the oldest one ( if there are only 2 non-payments )...
As for the offers you make... it might be useful to contact the sellers to explain your issue and if they're a bit understanding, they may help you by putting your username on this list-----> https://www.ebay.fr/bmgt/ExemptBuyers?
