I can't reply to a seller who's offering me a partial refund for my item that arrived stained the link that would let me reply is always showing a technical error can you help me

If your seller offered you a partial refund that you accepted.... let him do it..

Send him this link--> Refund buyers | eBay

He just has to follow the instructions...

and he doesn't need your written agreement...

his action will serve as proof...
