why do some people not pay for the auctions they've won and not get blamed?

hello , i'm selling collectible cards and from time to time people don't pay for the auction they won, and don't respond to multiple payment requests, it penalizes the bidders before them and forces me to cancel the order and relist it with fees, and on ebay's side they don't penalize them, it's complicated

Hello, if a buyer doesn’t pay, they get an eBay warning on their account. After 2, they can no longer bid or buy from sellers who have set up their account. Regards.
