Why do I need to approve a "refund proposal"?

I returned a product 2 months ago. I didn't pay attention to the refund. Today I see an email from Ebay informing me that my refund request is closed. I check whether I was refunded and see that I wasn't, and that a message had been sent to me so that I could approve the seller's "refund offer." But what the heck is this nonsense?? I didn't see this message and didn't approve anything at all and wasn't refunded. Is this a joke!!!!!??? I have better things to do than approve refunds; I return a product and I want to be refunded. Why make me waste my time with a "proposal"??? I trust Ebay and I get taken for a ride!!!!!????
