Why can’t I reply to all forum topics?

Hello everyone,
I noticed that the "reply" button doesn't appear on all the discussion topics I read.
Why?
For example, on this screenshot I just took on a topic below.
The "reply" button doesn't appear at the bottom right of its post.
I hope this isn't another cache issue to clear, it's getting tiring. 🙄

The "member-to-member help" section (= "Community mentors help") is only accessible to members with "mentor" status (as well as to the thread author, of course).
To obtain this status, you need to request it from the Community Manager, who will review your forum profile...

On the other hand, all members without exception can take part in threads posted in the "discussion forums" section.
