You shouldn't ask the forum respondents this question, but Customer Service, here---> eBay customer service which you can contact preferably during office hours.
Use the "contact us" tab at the bottom of the page from the link above.. and ask to be called back.
You will have someone who will explain what's going on to you and fix it if needed.

If that’s not the case, check with your bank.
