I would like to know whether a Canadian buyer has ever had the chance to buy an item on Ebay from a Canadian seller, pay for it via Ebay in Canadian dollars with a Canadian credit card, based on an order placed in Canadian dollars, but then have their credit card charged an amount in an unsolicited foreign currency, converted into Canadian dollars with very high exchange fees, which results in an extra charge compared with the amount shown by Ebay. This happened to me and I am trying to find out whether it could be an unlawful practice on Ebay's part, which would allow me to report it to the appropriate Canadian authorities.

You are registered in France, so you paid in euros which were converted into dollars..
If that's not it, you should ask your question on the Canadian forum (if there is one) or on eBay.com..You'll find an answer to your question more easily...
