Price difference between me and the seller

Hello, I’d like some information. I’d like to buy a lot of items from a seller, who offered me a price of around $560, but when I check the price on my end, it comes to $680 (approximate, not exact). The seller is in the United States and I’m in France; he told me about a 20% VAT.
Is this normal? That the price between me and the seller is increased by $100

Yes, the VAT is added since you are an importer and the purchase is outside the EU.
