Price and shipping increase by 10% in cart

Question

I would like to buy a succulent plant that comes from Spain (so no customs) and the price goes from €20 to €22 when I add it to my cart, with shipping going from €10 to €11.
I asked the seller for an explanation twice, with no success!

Hello It seems to me that there is a tax if the purchase is made in the Canary Islands, which are Spanish. Is that the case?
