It’s impossible to know exactly what, you can always try contacting the seller and see if they would agree to add your username to their list of buyers exempt from the required conditions.
In any case, if the exact message is "The seller is not accepting either your bids or your offers at the moment.", it means you're blocked and cannot buy from this seller.
