The seller is set up in Ukraine
He told me I can’t ship to France
I can only ship to England
He told me I need to activate eBay international to send you the phone
How do I activate international, please?

beyond what @koalagris told you, I’m not sure it’s very wise to order an iPhone that would be shipping from Ukraine ...
Something tells me the postal services may not be at their best right now ...

It’s up to the seller to make that choice, not you... and since he doesn’t want to ship to France, all that’s left for you is to find another seller (you’re not going to make up a fake delivery address in the UK!).
