Question regarding importing via eBay International Shipping

Hello,
I would like to get some help regarding a question about the eBay International Shipping program because in the order tracking I have the following message:
"Your shipment’s import formalities are suspended due to a missing customs declaration. Our services may contact you."
However, it says in the eBay International Shipping program:
"eBay will handle delivery as well as customs formalities."
So I don’t know what will happen; the order seems to have arrived in France, but it could be blocked because of a missing document, and above all, who has to provide this document? Is it eBay or the seller? I don’t know.

Contact the seller so they can do what’s necessary to unblock the problem, because the customs information must accompany the parcel.
On your side, if the parcel does not arrive within the expected time frame (see the delivery date indicated on your order ..)...
