Question about a certificate of authenticity for an appraisal on eBay France

Hello everyone, I wanted to know whether an appraisal by EBay France is a guarantee (as proof of authenticity) and whether it should be mentioned in the comments for the item in question? Is an appraisal free for each item listed?
Do you recommend that I make a Buy It Now purchase following the appraisal, or should I place a bid?

Thank you so much, so for an appraisal, for example of an art object or even a collectible, if I understand correctly I can't call on an Ebay expert? Sorry, I'm a bit slow on the uptake....
