Refund
the order was cancelled under the right of withdrawal. The return was sent via Mondial Relay and delivered. The seller doesn't want to refund me because he says he hasn't received anything. What should I do?

If you have returned a parcel... you must have entered the return tracking number in the process.
As a result... and if the number shows that the parcel has been delivered, the seller/ebay must refund you...
