Refund being processed, blocked

a buyer bought 3 items from me in different buy-it-now listings, I make a partial refund of the shipping fee added together in order to reduce it to the actual amount.
a common practice I do and which generally only takes a few minutes to get a confirmation email that the refund has been made.
this one has been blocked for 24 hours now.
what is the solution so that the buyer does receive the requested refund?
