Hello, I accepted a return; however, I don’t have available funds, only blocked funds (because of the return). Is it possible to refund the buyer with the blocked funds? Or does he first need to send back the package so that I can then refund him with the funds he paid and that are currently blocked?

No, because the amount is only released once the dispute has been resolved / closed.
Upon receipt of the return, if everything is ok, you will need to refund the buyer. This will close the dispute and the blocked amount will be released. So it will only be paid out to you at that point.
