Ebay issued a refund to me on the 05th and so far I have never received the money in my account.

See the Terms of Use:
"Refunds are issued to your original payment method and the funds are generally available within 3 to 5 business days. If your refund is issued to a credit card, depending on the card issuer, it may take up to 30 days to appear on your statement."
