eBay program refund
I have a question about Ebay program refunds when the item ordered has not arrived at its destination.
When a refund is issued to the customer, is it Ebay (Ebay refund program) that makes the payment, or is it the seller who makes the payment?

The seller can initiate the refund on their own, or ebay can force the refund by taking the funds from their account.
That said, if you're registered in Peru, you depend on ebay.com
