A potential buyer is proposing to meet in person for a sale, and is asking for my phone number to make the transfer for the item.

Is this normal?

Hello

This is not the normal process for local pickup.

If you don't offer local pickup, you need to edit your listing so the buyer receives the QR code that will validate the transaction.
